Summary
Escambia County doesn't require a blanket residential fire sprinkler mandate, but any building or addition with a fire sprinkler system of 50 or more heads needs engineer-sealed design documents under Sec. 14-96(2), and shop drawings for any fire protection system must be approved before installation starts under Sec. 14-135.
Fire sprinkler documents for any new building or addition which includes a fire sprinkler system which contains 50 or more sprinkler heads. Personnel as authorized by F.S. ch. 633, as amended, may design a fire protection system of 49 or fewer sprinklers may design the alteration of an existing fire sprinkler system if the alteration consists of the relocation, addition or deletion of not more than 49 or fewer sprinklers, notwithstanding the size of the existing fire sprinkler system.(3)Heating, ventilation, and air-conditioning documents for any new building or addition which requires more than a 15-ton-per-system capacity which is designed to accommodate 100 or more persons or for which the system costs more than $125,000.00. This paragraph does not include any document for the replacement or repair of an existing system in which the work does not require altering a structural part of the building or for work on a residential one-, two-, three- or four-family structure.

Full Breakdown
Sec. 14-96(2) sets the design threshold: fire sprinkler documents are required for any new building or addition that includes a fire sprinkler system with 50 or more sprinkler heads. ch. 633 may design a fire protection system of 49 or fewer sprinklers, and may also design an alteration to an existing system if the alteration relocates, adds or deletes 49 or fewer heads, regardless of how large the existing system already is. Sec. 14-135 layers a separate submittal step on top of the design threshold: shop drawings for the fire protection system must be submitted to show conformance with the code and the construction documents, and the building official must approve them before installation of the system may begin.
Whether a sprinkler system is required at all is determined case by case rather than county-wide: Sec. 14-202 requires the certificate of occupancy itself to state, where an automatic sprinkler system is provided, whether that sprinkler system is required for the building's use and occupancy classification under the Florida Building Code. Sec. 14-173(a) folds sprinkler work into the standard inspection sequence for the building it serves, since the framing, rough-in and final inspections for the structure cover concealed fire protection piping along with electrical, plumbing and mechanical rough-in.
Violations & Fines
Installing or altering a fire sprinkler system without the required design documents, approved shop drawings or permit is an unlawful act under Sec. 14-211, and the building official may issue a notice of violation ordering the work stopped under Sec. 14-212. Sec. 14-213 authorizes the county attorney to sue to restrain or correct the violation if the notice isn't promptly satisfied, and Sec. 14-214 sets the penalty at two times the applicable permit fee for work done in violation of the code, the approved documents or a permit.
