Full Breakdown
Section 7-208(A) of the Spring Hill Municipal Code applies to new or remodeled buildings. Condition one covers all multi-family residential structures (duplex and greater) and all residential structures having a zero-foot building setback line. Condition two covers all commercial buildings of 10,000 gross square feet or larger. Systems must be designed, installed, tested, inspected, alarmed, and monitored under the latest edition of NFPA 13, NFPA 13D for one- and two-family dwellings and manufactured homes, or NFPA 13R for residential occupancies up to and including four stories in height.
Existing buildings are pulled in by subsection (C). A building that is substantially remodeled or rehabilitated must conform to the new-building requirements. The code defines that as any structural alteration or restoration whose cost or value exceeds 50% of the current replacement cost of the building, or where more than 50% of the gross square footage has been structurally altered. Under subsection (D), an addition to an existing commercial building that brings the area to 10,000 gross square feet or more makes the entire building conform, unless the addition is separated from the existing building by a four-hour fire wall with opening protectives in accordance with the International Building Code.
Equipment details are fixed too. Subsection (F) requires supervision of the system and an audible alarm on the address side of the building exterior as approved by the Fire Chief. Subsection (G) puts every new Fire Department connection on the address side of the building, not more than 100 feet from the fire hydrant riser connected to an approved water supply, with a locking cap of a type the Fire Chief approves. Subsection (I) applies the more stringent requirement when 7-208 conflicts with the Building Code, Fire Code, Life Safety Code or any state or federal requirement. Subsections (J) and (K) attach a meter fee or tap fee plus a system development charge based on tap size under § 18-108(A) to sprinkler line taps.
Violations & Fines
The Fire Chief, Fire Marshal and Fire Inspectors enforce the sprinkler rules through Chapter 2 of Title 7. Under § 7-204 a violator is served with a summons, citation or written notice and given up to 30 working days to correct, and any permit issued is void until the violation is corrected. A violation that continues past the deadline is punishable by a civil penalty set in Appendix A, comprehensive fees and penalties. An emergency condition can draw a summons to city court with no prior notice.
