Brockton, MA Building Safety: Green Building Code (2026)

Article V of Chapter 4, adopted by Ord. No. K01 on October 14, 2016, incorporates the Massachusetts Stretch Energy Code into the Revised Ordinances. Sec. AA of the Massachusetts building code, built on amendments to the International Energy Conservation Code (IECC) to push building energy efficiency beyond the baseline requirements in the state's Base Energy Code. Sec. 4-56 states its purpose is to give Brockton a more energy-efficient alternative to the Base Energy Code for both new construction and existing buildings covered by the building code.

Sec. 4-57 applies the Stretch Code to residential and commercial buildings; any building outside that scope instead follows 780 CMR 13, 34, and 51. Sec. 4-58 formally incorporates the Stretch Code, "including any future editions, amendments or modifications," directly into Chapter 4 of the Revised Ordinances, so Brockton automatically picks up each update the state Board of Building Regulations and Standards issues rather than needing a new city ordinance each cycle. The same section names the Inspector of Buildings or Superintendent of Buildings as the enforcing official, folding Stretch Code compliance into the standard building permit and inspection process rather than creating a separate permitting track.
