" The division carries no local amendments of its own (Sections 14-86 through 14-89 are reserved), so CALGreen's statewide mandatory measures for planning, energy, water and material efficiency, and indoor air quality apply in Hemet exactly as the state wrote them. Section 14-31 folds that adoption into the city's broader package, stating the 2022 California Building Standards Code, "as set forth in Parts 1 through 12 of Title 24," is adopted "together with certain amendments, deletions, additions, and exceptions, including fees and penalties," meaning CALGreen (Part 11) shares the same building-permit fee structure and enforcement authority, the building official, as the rest of Title 24.
