Medina, OH Building Safety: Green Building Code (2026)

Chapter 1339, Model Energy Code, is Medina's local vehicle for building energy standards. 01 adopts by reference the International Energy Conservation Code 2003 Edition as published by the International Code Council, with three copies kept on file in the office of the Chief Building Official. The ordinance states the Code is adopted for the control of buildings and structures governed by the Residential Code of Ohio for One-, Two- and Three-Family Dwellings under Chapter 1331, and that all regulations, provisions, penalties, conditions and terms of the Energy Conservation Code are adopted and made part of Medina's code as if fully set out in the chapter.

This means every energy-efficiency requirement in the 2003 IECC, insulation values, window and duct performance, air sealing, and mechanical system efficiency, applies to covered residential construction in Medina exactly as printed in the referenced code, enforced through the same building permit and inspection process as the rest of the Building Code. 02 is a saving clause protecting pending suits, acquired rights and existing liabilities from being affected by the adoption or by repeal of any prior energy ordinance. 99: any violation of the International Energy Conservation Code as adopted is punishable by a fine of not more than $1,000 or imprisonment of not more than three months, or both, and each day or partial day of continued violation is treated as a separate offense, the same penalty structure used across Medina's other adopted construction codes.
