010 adopts, by reference, the documents on file with the city clerk marked and designated as California Code of Regulations Title 24, Part 11, 2025 California Green Standards Code, as published by the International Code Council for the California Building Standards Commission, as the Green Building Standards Code for the City of Merced. Because the ordinance adopts the state code by reference rather than writing separate local standards, every mandatory CALGreen measure, including the planning, design, water use, material conservation and construction waste requirements that apply to new residential and nonresidential construction, is enforceable exactly as the state text sets it out, with no locally reduced or expanded thresholds carved out in this chapter.

The Merced City Council has amended the adoption six times since the 2010 baseline ordinance, most recently by Ordinance No. 2582, Section 4, effective December 15, 2025, to keep pace with each new triennial Title 24 code cycle; earlier updates ran through Ordinance Nos. 2366, 2413, 2467, 2506 and 2545. Three certified copies of the adopted text are kept on file in the office of the city clerk for public inspection, and the building division applies the current CALGreen edition to permit applications submitted after each amendment's effective date. 04, making clear that green-code noncompliance is prosecuted the same way as any other adopted construction code chapter.
