Chapter 15.11 of the Newport Beach Municipal Code adopts the 2025 Edition of the California Green Building Standards Code by reference, styling the compiled provisions the "Newport Beach Green Standards Code." Section 15.11.010 requires the Building Official to keep a copy of the code on file and available for public inspection, citing California Health and Safety Code Section 18942(e)(1) as the statutory basis for local adoption. The city has re-adopted the chapter with each triennial code cycle, most recently by Ordinance 2025-23 Section 9 (2025), following Ordinance 2023-22 Section 706 (2023) and Ordinance 2022-26 Section 9 (2022), so the version on file always tracks the current statewide CALGreen edition rather than an older one.

The green code's diversion mandate is enforced through the solid waste chapter: Municipal Code Section 6.04.150, Removal of Construction and Demolition Debris, requires every owner, contractor and builder to comply with "all requirements of Section 15.11.010 to divert construction and demolition debris from disposal," at their own cost. Debris from any construction or demolition project must be hauled off the lot and any nearby premises used during the work within ten calendar days of demolition, and the site must be left in a sightly condition. That ten-day clock and the diversion duty apply on top of any CALGreen-mandated recycling requirements carried in the adopted state code itself.

Building permit applicants confirm CALGreen compliance as part of plan review by the Building Division before a permit issues; the Building Official administers Chapter 15.11 alongside the parallel Administrative Code adopted at Chapter 15.02, which governs permit fees, investigation fees for work started without a permit, and demolition notice requirements citywide.
