Garden Grove, CA Building Safety: Green Building Code (2026)

Garden Grove Municipal Code §18.04.010(A)(9) adopts "the California Green Building Standards Code, 2025 Edition, as published by the International Code Council," as part of the integrated Title 18 code package that, per §18.04.010(B), forms the "Garden Grove Building Code." The city implements CALGreen's construction-waste diversion mandate locally through Chapter 18.60, the Construction and Demolition Waste Recycling Program. §18.60.040(A) states that covered projects must "reuse, recycle, or divert the minimum percentage amount of designated recyclable and reusable materials as set forth by state law," noting that "2016 CALGreen (Part 11 of Title 24, California Code of Regulations) requires a minimum diversion of 65%, which is expected to increase to 75%." Any construction, demolition, addition, alteration, or remodel project requiring a permit is a "covered project" under §18.60.050(A).

Before that permit issues, §18.60.060 requires the applicant to submit a Waste Reduction and Recycling Plan approved by the C&D Compliance Official and to post a security deposit set by City Council resolution; no building or encroachment permit issues without both. §18.60.070 exempts work needing only a plumbing, electrical, or mechanical permit, seismic tie-downs, prefabricated patio covers without structural modification, and prefabricated signs or antennas without structural modification. Refunds of the deposit run through §18.60.080 once the C&D Compliance Official confirms the diversion documentation.
