SDMC Chapter 11 incorporates CALGreen Title 24 Part 11 and adds local amendments. The 2022 Building Electrification Reach Code requires most new low-rise residential buildings to be all-electric with no natural gas service, with limited exceptions for restaurants and certain commercial uses. EV-ready, EV-capable, and EV-installed parking percentages exceed state minimums. Reach-code energy efficiency exceeds Title 24 Part 6 baseline by a defined performance margin. Plan checks at Development Services verify CALGreen mandatory measures including water efficiency, construction waste diversion above 65 percent, low-VOC interior finishes, and indoor air-quality testing for larger projects. The reach code dovetails with the Climate Action Plan goal of carbon neutrality by 2035.
Plan check rejection halts permit issuance until designs comply with CALGreen and reach-code provisions. Final inspection failures block certificate of occupancy, and false reach-code declarations may prompt referral to the Contractors State License Board.
