Escondido, CA Building Safety: Green Building Code (2026)

Ordinance No. 2025-09, effective December 17, 2025, replaced Escondido's prior technical code set and repealed Ordinance No. 2022-21. Under Municipal Code § 6-1.2, the city council adopted a full slate of 2025 California Code of Regulations, Title 24 technical codes, including the Building Code (Part 2), Residential Code (Part 2.5), Electrical Code (Part 3), Mechanical Code (Part 4), Plumbing Code (Part 5), Historical Building Code (Part 8), Existing Building Code (Part 10), and, in subsection (h), the 2025 California Green Building Standards Code, Title 24, Part 11, adopted with all appendices excluded. Subsection (i) separately adopts the 2025 California Energy Code, Title 24, Part 6, which works alongside the green building standards on efficiency measures.

Because § 6-1 and § 6-1.1 frame this article as the administrative, organizational and enforcement rules for every technical code regulating site preparation, construction, alteration, and building service equipment in the city, the green building code's mandatory provisions apply through the same building-official-run permit and inspection process used for the Building and Residential Codes. Projects reviewed under Chapter 6 must demonstrate compliance with the adopted Part 11 standards before the building official will sign off, and enforcement follows the same violation and administrative-penalty framework, including Chapter 1A administrative remedies, that governs every other technical code adopted in § 6-1.2.
