El Cajon, CA Building Safety: Green Building Code (2026)

Section 15.60.010 of the El Cajon Municipal Code adopts by reference the California Green Building Standards Code, 2025 Edition, published by the International Code Council, including appendix chapters A4 (residential voluntary measures) and A5 (nonresidential voluntary measures). The city applies every regulation, provision, penalty, condition, and term of the 2025 edition as though fully set out in Chapter 15.60, except where the chapter itself adds, deletes, modifies, or amends a provision. The chapter, referred to locally as the CGBSC, took effect under Ordinance 5163, adopted October 28, 2025, replacing the prior local amendment enacted by Ordinance 5127.

One copy of the adopted code is kept on file with the city clerk for public reference, and any developer, contractor, or homeowner seeking a building permit must design residential and commercial projects to meet its green construction measures, covering areas such as construction waste diversion, water and energy efficiency, and indoor air quality, unless a local amendment elsewhere in Chapter 15.60 modifies a specific requirement.

Disputes over how the building official applies the CGBSC go to the same board of appeals procedure used for the California Building Code under Chapter 15.04, per Section 15.60.020. Any violation of the adopted green building code is deemed a public nuisance abatable under Chapter 1.16 per Section 15.60.030, and Section 15.60.040 makes violating any provision of Chapter 15.60 punishable under the general penalty clause of Section 1.24.010 or any other penalty the city adopts.
