Under section 6-19, the building inspector must inspect construction at various intervals, ending with a final inspection before a certificate of occupancy issues. Foundation inspection happens after trenches are excavated and forms/steel are set; post-tension cable or steel-in-slab inspection follows once cables or steel are tied in; frame inspection comes after the roof, framing, fire blocking and bracing are up, with plumbing top-out, mechanical ducts, chimneys and electrical rough already passed; final inspection follows completed work, just before occupancy. No work may proceed past an inspected stage, and no reinforcing steel, cables or framework may be covered without the inspector's approval.
