Summary
Fremont's building inspections run under Municipal Code Section 15.10.100, amending California Building Code Section 110. No gas or electrical utility can be connected to new work until final building, electrical, plumbing, mechanical, and zoning inspections are complete and approved, and every job needs a posted inspection card until final approval.
110.6.1 Gas or electrical utilities. There shall be no clearance for connection of gas or electrical utilities until final building, electrical, plumbing, heating, air conditioning, security, and zoning inspections are made and approval has been given on any building sought to be connected to such utilities unless approval has first been obtained from the building official, as provided by the Temporary Certificate of Occupancy in Section 111.3. 110.7 Re-inspection fee. When re-inspection is required, an additional inspection fee shall be charged at the fee rate established by resolution of the city council. 110.8 Inspection Card. Work requiring a permit shall not be commenced until the permit holder or an agent of the permit holder has posted or otherwise made available the inspection record card issued by the building official such as to allow the building official to conveniently make the required entries thereon regarding inspection of the work.

Full Breakdown
3 to allow earlier connection. 8 requires the permit holder to post or otherwise keep available an inspection record card issued by the building official at the job site for the life of the permit, so the inspector can log each required inspection as it happens; the card must stay available until the building official grants final approval. 7 authorizes the city to charge a separate re-inspection fee at the rate set by city council resolution, on top of the original permit and plan review fees under Section 109.
2 requires the building official to issue a certificate of occupancy only after a final inspection confirms the building or structure complies with the Fremont building code and all other applicable laws, and, for larger projects, after the engineer or architect of record certifies in writing that the completed work generally conforms to the approved plans based on field observation.
Violations & Fines
Connecting utilities before the required final inspections is barred outright under Section 110.6.1, and failing an inspection triggers a re-inspection fee under Section 110.7 charged at the council-set rate for every additional visit the building official has to make. Work that proceeds without the inspection card posted and available at the site, as Section 110.8 requires, leaves the project unable to show its inspection history to the building official on request.
