Section 22-39 amends International Building Code § 110.6 to bar work from proceeding past each inspected stage until the building official approves it; the official either signs off on completed work or flags what fails to comply, and noncompliant portions cannot be covered or concealed until authorized. Every project ends with a final inspection and approval of all systems, buildings, and structures before occupancy, and where applicable, occupancy cannot begin until a certificate of occupancy is issued. Reinspection fees apply under § 22-37 when work isn't ready, plans aren't on-site, or access is denied on the scheduled date.
