Summary

(1)A "foundation inspection" after poles or piers are set, trenches or basement areas excavated, any required reinforcing steel is in place, but prior to the placing of concrete; and(2)A "frame and masonry inspection" after the roof, masonry, all framing, firestopping and bracings are in place and all electrical wiring, pipes, chimneys and vents are complete, but prior to the interior covering of walls.

Sec. 536-402(b) requires the permit holder to notify the Division of Construction and Business Services when construction reaches a 'foundation inspection' stage (after excavation and rebar placement, before concrete) and a 'frame and masonry inspection' stage (after framing, wiring, pipes and vents are in, before walls are covered). Sec. 536-403 then bars further work that would block inspection for 48 hours after notice, or until inspected, whichever comes first. Sec. 536-401 gives inspectors general authority to enter and inspect at any reasonable time. This regime covers the Consolidated City only, per Sec. 536-122.
