Full Breakdown

Orange County Codified Ordinances Section 7-1-22 replaces Section 111 of the California Building Code for the unincorporated county: no building or structure may be used, occupied, or have its gas or electrical systems energized until the Building Official inspects it, determines it complies with the Code and the building permit conditions, and issues a Certificate of Occupancy. Gas and electrical systems can be energized early only for equipment testing, with the Building Official authorization. A Certificate of Occupancy does not excuse a code violation on the property.

Violations & Fines

Occupying or using a building before the Building Official inspects it and issues a Certificate of Occupancy violates the Code; energizing gas or electrical systems early without authorization is also a violation.

Frequently Asked Questions

Can I move into a new building in unincorporated Orange County before final inspection?
No. County Code Sec. 7-1-22 bars occupying or using any building, or energizing its gas and electrical systems, until the Building Official inspects it and issues a Certificate of Occupancy.
Does a Certificate of Occupancy protect me if the building violates the Code?
No. Issuing a Certificate of Occupancy does not approve or excuse any Code violation on the property.
