Chapter 1357 of the Codified Ordinances lays out the City's inspection process in three stages. 01 addresses unpermitted work: when someone starts a project without first getting the required permit, the Building official must conduct a thorough investigation to determine whether everything built before the permit was later issued complies with the Building Code. That investigation isn't free; the charge is added on top of the permit fee itself and is double the permit fee plus a graduated penalty that starts at $25 for a first offense and climbs to $500 for a sixth offense or later within a twelve-month period, though the combined total can never exceed $1,000 for any one offense.

02 governs reinspections: when extra site visits are needed because of incomplete or faulty work, a wrong address on file, or a permit holder missing a scheduled appointment, the City charges $25 per hour or fraction of an hour for each additional reinspection, billed to the permit holder. 03 sets the right-of-entry standard that underlies every inspection: the Commissioner or a designated agent may enter a dwelling, building, structure or premises at any reasonable hour to carry out Building Code duties, but only with permission from the occupant or, for unoccupied property, the owner or agent.

If permission is refused, the City must get a search warrant before entering, except in an existing emergency, when entry can happen at any time without a warrant, and no one may refuse, hinder or obstruct that emergency entry.
