Stamford, CT Building Safety: Building Inspections (2026)

Stamford Code § 123-5 sets the fees the Building Department charges at each stage of a building-permit project, from the first inspection through the final certificate. Under Subsection A, if work requiring a building permit starts before the permit is issued, the Building Inspector can assess an investigation fee equal to the required building-permit fee, with a $200 minimum, whether or not a permit is later issued. Subsection B bars using a new single-family home, pool, deck or accessory structure, in whole or part, until the Building Inspector issues a Certificate of Occupancy confirming the work conforms to the Connecticut State Building Code; completed work that doesn't need a Certificate of Occupancy needs a Certificate of Completion instead, and an owner, contractor or other party who allows occupancy without either document can be fined $200.

Subsection C is the reinspection fee itself: whenever the Building Inspector must reinspect construction work to confirm that Building Code violations have been corrected, a $50 reinspection fee can be assessed, payable to the Building Department in advance of the reinspection. Subsections D and E add a $200 fee for requesting a Certificate of Occupancy a year or more after final inspections, and a matching $200 fee for an electrical, plumbing or mechanical Certificate of Completion sought more than a year after the work is finished.

Subsection F protects long-settled single-family homes: after six years from substantial completion, the city cannot force removal, alteration or abandonment of the dwelling (or its pools, decks and accessory improvements) except for life-safety reasons, and within fifteen calendar days of a supporting affidavit the Building Inspector must issue a Certificate of Estoppel confirming that status, for a $200 fee. The Building Department keeps a record of every Certificate of Estoppel issued.
