Under Sec. 146-27.1 of the Stamford Code, once a child of six or under resides in a dwelling unit, every defective and accessible lead-based surface must be abated to 0.06% lead by weight, with nonaccessible surfaces held to 0.49%. If a child has an elevated blood lead level, chewable surfaces and window parts must also be abated regardless of condition, and interior dust and soil get assessed. Owners cannot dodge the duty by evicting the family; state and federal lead law otherwise controls, and the Director of Health has a public-education duty on lead hazards.
