Woodbridge, NJ Building Safety: Lead Paint (2026)

1, added by Ordinance No. A. , and lists five exemptions from lead inspection: the unit has been certified free of lead-based paint, was built during or after 1978, sits in a multiple dwelling registered with the state Department of Community Affairs for at least ten years with no outstanding lead violations from its most recent cyclical inspection, is a single- or two-family seasonal rental leased under six months a year without consecutive renewals, or already holds a valid lead-safe certification. 2 requires the owner, landlord or agent of every covered rental to obtain a lead-based paint inspection every three years, or at tenant turnover if sooner, on top of the general rental dwelling inspection the housing/multiple-dwelling state inspection officer performs before any occupancy or re-occupancy.

Owners claiming an exemption must give the Bureau written evidence supporting it. The owner must notify the Housing Bureau at least 20 days before a scheduled change in occupancy so an inspection can be booked, and all inspections and re-inspections must occur within ten working days of the request; a failure to provide access counts as a failed inspection, and the Township can cancel a scheduled visit if fees or the application aren't in by 24 hours (or the last working day) beforehand. Fees for pre-1978 properties run $200 for a visual lead assessment on the first unit and $100 for each additional unit in a multi-unit property, plus a $20-per-unit state Lead Hazard Assistance surcharge on every unit inspected, including those checked by a private DCA-certified lead evaluator hired directly by the owner in place of the municipal inspection.
