Albuquerque, NM Building Safety: Plumbing Permits (2026)

' Subsection (H) specifically adopts the 2021 New Mexico Plumbing Code, as adopted by the state's Construction Industries Division, including Appendix Chapters A, B, C, D, E, F, I, K, and L, effective September 1, 2022. Together with the other codes listed in § 14-1-3, it forms what the ordinance calls the Uniform Construction Codes of the city, controlling within Albuquerque's municipal boundaries. Administration and permitting rules for that plumbing work come from the separately adopted Uniform Administrative Code (§ 14-1-2, 2024 Edition), which the Building Safety Division of the Planning Department administers under § 14-1-6 for 'construction, alteration, moving, demolition, repair, use and occupancy of buildings, structures and building service equipment,' a category that includes plumbing systems.

Section 14-1-1 states the city's cost-recovery intent: Building and Safety fees are meant to recover 100% of the full cost, including indirect charges, of code enforcement, with the Mayor reviewing that income yearly and recommending fee changes to the Council. Any conflict between the Uniform Construction Codes and the city's Fire Code resolves in favor of the Uniform Construction Codes under § 14-1-8.
