Bellevue, NE Building Safety: Plumbing Permits (2026)

Chapter 27 of the Bellevue Code of Ordinances licenses master plumbers and requires permits for their work. Section 27-58 bars any person licensed under the chapter from doing plumbing work within the city and its two-mile zoning jurisdiction without having a plumbing permit issued by the city and bearing the name of the master plumber or firm authorized to do the work; the permit must be applied for, signed, and paid for by the licensed master plumber. Section 27-71 further limits issuance: no permit may go to anyone other than the holder of a master plumbing license, apart from the corporate-authorization exception in Section 27-60.

A narrow owner-occupant exception in Section 27-59 lets a resident do installation or repair work on the plumbing of the home they live in without a master's license, but they must still notify the city, request inspection, and pay the permit fee, and the exception never covers new construction. Substantively, Section 27-85 adopts the Uniform Plumbing Code, 2021 Edition, published by the International Association of Plumbing and Mechanical Officials, by reference, with three copies on file at the Permits and Inspections Department for public inspection; where the adopted code conflicts with the City Code, the City Code controls. Section 27-87 further amends specific UPC provisions, including deleting the UPC's own administration chapter and revising fixture-count tables for restaurants and multi-family buildings.
