Decatur, AL Building Safety: Plumbing Permits (2026)

Sec. 7-71 of the Code of Decatur, Alabama, adopts the 2009 International Plumbing Code under authority of Ala. Code § 11-45-8 and rewrites parts of it. Every reference to the code official reads as the building director or other head of the building department, the sections on appointment of the code official and deputies are deleted, and City of Decatur is inserted as the jurisdiction name.

The local fee schedule replaces IPC Section 106.6.2. The minimum plumbing permit fee is $25. Otherwise the fee is 1 percent of the first $10,000 of the contract amount, and for contract amounts over $10,000 it is one-quarter of 1 percent of the excess added to $100. By that formula a $30,000 plumbing contract costs $150. On new residential or commercial and industrial construction under a single permit, the plumbing portion is figured the same way and applied to the total fees due on that permit.

Refunds follow amended Section 106.6.3. The code official authorizes the full amount of any fee paid or collected in error, not more than 50 percent of the permit when no work was done, and not more than 50 percent of the plan review fee when the application is withdrawn or canceled before any plan review effort. Nothing is refunded except on a written application from the original permittee filed within 180 days after the date of fee payment.

Local technical amendments include a sewer depth of twelve inches (Section 305.6.1) and a roof extension of ten inches (Section 904.1). Appendix C Gray Water Recycling Systems is adopted, Appendix A Plumbing Permit Fee and Appendix E Sizing of Water Piping System are deleted, and the International Private Sewage Disposal Code is not adopted. Appeals under Section 109 go to the board of examinations and appeals for the construction industries established under Article II of Chapter 7.
