Gilbert, AZ Building Safety: Plumbing Permits (2026)

Sec. 10-34 adopts the "International Plumbing Code, 2018 Edition," published by the International Code Council, together with its Appendix B, "as amended by subsection 10-34-2" (collectively the "Plumbing Code"), as though set out at length in the Code of the Town of Gilbert, with copies filed in the office of the town clerk and kept available for public use and inspection. That adoption carries the IPC 2018's permit, fixture, and installation requirements into town law for new plumbing work, alterations, and repairs covered by the code.

Enforcement runs through Sec. 10-50 alongside the other adopted technical codes listed there (building, electrical, mechanical, fuel gas, energy conservation, ADA, and residential). Before the town issues a citation for a Sec. 10-34 violation, the code compliance supervisor or a designee must give the builder, contractor, property owner, or authorized agent written notice identifying the violation, describing what bringing the property into compliance requires, and setting a correction period of at least ten days, unless the building or fire code official determines the violation poses an immediate safety concern, in which case the building or fire code's own provisions control instead of the standard notice period.

Failure to actually receive the notice does not prevent the town from issuing a citation once the deadline passes. Citations for a continuing plumbing code violation may be issued by the code compliance supervisor, a code compliance inspector, a building inspector, a fire marshal, or a Town of Gilbert police officer, or their designees, and each day the violation persists is treated as a separate offense for penalty purposes.
