Section 31-80, adopted by Ordinance No. 4550 effective January 1, 2023, adopts the International Plumbing Code (IPC), 2021 Edition, including Appendices B, D and E, published by the International Code Council and declared a public record by city Resolution No. 12501, as part of the city's Building Code. The city layers in its own plumbing amendments: Section 31-82 requires building sewers connecting to private disposal systems to meet Maricopa County Environmental Services Department standards and sets a minimum 12-inch burial depth; Section 31-83 requires water-bottle filling stations next to drinking fountains and a water supply at every waterless-urinal rough-in; and Section 31-84 sets a minimum 1-inch water service pipe, rising to a 1 1/2-inch meter and 2-inch supply pipe for single-family homes over 12,000 square feet under roof. Plumbing permits run through the same Chapter 31 permit structure as electrical work, including the Section 31-5 annual permit option for firms with in-house tradespeople.
