Kill Devil Hills, NC Building Safety: Plumbing Permits (2026)

Section 150.07 BUILDING CODE names 'Volume II, Plumbing' in the list of North Carolina State Building Code volumes that are 'adopted by reference as if set forth fully herein as the Building Code of the town.' The adoption is explicitly tied to construction timing: the code applies 'for safe and stable design, methods of construction, minimum standards and use of materials in buildings or structures erected, enlarged, altered, repaired or otherwise constructed or reconstructed after December 14, 1987.' That means plumbing installations, water lines, drain, waste and vent systems, fixtures, in any building built or altered since then must meet the state plumbing volume as adopted here, since Kill Devil Hills has no separate town plumbing code.

Section 150.06 assigns the Code Compliance Officer responsibility for enforcing state and local law on 'installation of such facilities as plumbing systems, electrical systems, heating systems, refrigeration systems, and air conditioning systems,' while § 150.20 requires a building permit before plumbing work can start and § 150.30 lets local inspectors enter the premises at all reasonable hours to confirm the plumbing was installed to the terms of the permit and the adopted code.
