Kill Devil Hills, NC Parking Rules: Driveway Rules (2026)

Kill Devil Hills' off-street parking chapter treats residential driveways as an extension of the required parking calculation, not a separate standard. 076(A)(6), a driveway serving a one- or two-family dwelling must be no less than ten feet wide, and if the driveway doubles as parking area it has to be long enough to hold the parking spaces required by division (A)(1), each a 200-square-foot, ten-by-twenty-foot space, entirely off the street right-of-way. 180(E)(3)(b), and no temporary materials like landing mats or boards are allowed. Division (A)(7)(c) gives single-family and duplex driveways a second, lighter-weight option beyond those commercial materials: a minimum of four inches of compacted Aggregate Base Course topped with one inch of pea gravel.

Choosing that ABC-and-pea-gravel surface comes with two conditions in the same division: any part of the driveway within the right-of-way still has to meet one of the commercial specifications in (A)(7)(a), and the loose stone has to be bordered by concrete or salt-treated timbers so the gravel stays contained in the driveway rather than migrating onto the sidewalk or street. Gravel driveways with no border restriction are allowed only in the G&I Public and Maritime Forest Environmental District zones, and only for unoccupied recreational facilities.
