Kill Devil Hills does not set one blanket fence-height number for every yard; the zoning code instead targets sightlines. 073(L)(3), on a corner lot abutting a state-maintained right-of-way in any zoning district, no planting, structure, sign, fence, wall or other obstruction to vision taller than three feet may be placed or maintained inside the triangular area formed by the intersecting street right-of-way lines and a line connecting a point ten feet from the intersection along one street to a point 70 feet from the intersection along the state-maintained road.
