Kill Devil Hills, NC Parking Rules: Street Parking Limits (2026)

Town Code § 72.01 sets the baseline: no vehicle may block the paved or main traveled portion of a street where it creates a traffic hazard or obstructs emergency vehicles or traffic flow, unless the vehicle is disabled and cannot be moved. A second, more specific list bans stopping, standing or parking (except to avoid a traffic conflict or on a police officer's direction) on any sidewalk or multi-purpose recreational trail, within an intersection, in front of a private driveway, on a crosswalk, within 30 feet of a flashing beacon, stop sign or traffic signal, alongside a street excavation that would obstruct traffic, on a bridge or elevated structure, within 15 feet of a hotel, theater or public building entrance, within 25 feet of an intersection curbline (or 15 feet of intersecting property lines where there is no curb), and within 20 feet of a fire hydrant.

Where signs have been erected marking a street or portion of street as restricted under § 72.05, parking must comply with those signs, and reserved parking stands designated on the town's official traffic-control maps under § 72.06 may only be used for their designated purpose. Double parking next to a curbed vehicle is separately prohibited under § 72.25. Enforcement runs through the Police Department's Traffic Violations Bureau, based at 102 Town Hall Drive and open Monday through Friday 8:00 a.m. to 5:00 p.m.: an officer tags the violating vehicle under § 72.41 and the owner has 15 days to appear before the Police Chief or pay the civil penalty set in § 70.99 by mail, after which personal appearance is unnecessary. Vehicles unlawfully parked under § 72.01 may also be towed at the owner's expense under § 72.42.
