04 makes it unlawful to leave a motor vehicle on any public street or highway longer than seven days, on property owned or operated by the town longer than 24 hours, or on private property without the consent of the owner, occupant or lessee. 03 separately bars any JUNKED MOTOR VEHICLE, defined as one partially dismantled or wrecked, unable to move under its own power as originally intended, or lacking a current valid license plate, from being located on public grounds or private property; both the vehicle owner and the real property owner are responsible for its removal.

05 adds HAZARDOUS MOTOR VEHICLE, a category the Town Manager or designee can declare where a vehicle breeds mosquitoes or harbors pests, holds standing water, collects flammable materials, risks tipping over, or otherwise endangers children or public health. 06 the vehicle owner or property owner must remove any abandoned, hazardous or junked vehicle immediately and pay all removal costs once notified. 07 declares the presence of a junked vehicle on any lot a public nuisance, with exceptions for vehicles fully enclosed in a building out of public view, vehicles stored lawfully by a licensed dealer or junkyard, and unlicensed inoperable vehicles that are screened from ordinary public view by a fence, trees or shrubbery and kept from becoming a health hazard.

09 lets the town remove or contract to remove such vehicles, with anyone who requests private-property removal required to indemnify the town for resulting loss or liability.
