Mount Pleasant, SC Building Safety: Plumbing Permits (2026)

Section 150.001(B) of the Mount Pleasant Code adopts the International Plumbing Code, as amended by the South Carolina Building Codes Council, by reference as though fully set forth in the town's own code, alongside the Building, Mechanical, Fuel Gas, Residential and other International codes listed in the same section. Because South Carolina law makes the Building Codes Council's amendments mandatory statewide, Mount Pleasant applies the most current state-adopted version, including the administrative chapter one, except that any section referencing the Board of Appeals or Means of Appeal is excluded and replaced by the town's own Construction Board of Adjustments and Appeals under § 150.003.

Permit fees for plumbing work follow § 150.002: the Building Official values the work using ICC Building Valuation Tables or the contract amount, whichever is higher, and all building permits, including plumbing, are value-based. No permit is required where the materials-and-labor valuation does not exceed $1,000, unless an inspection is required regardless of value. Work started before a permit is obtained still triggers a fee under the Department of Engineering and Development Services' latest fee schedule, but paying it does not excuse full code compliance or other penalties.

Sewer and water line lateral tap-in inspections specifically are handled by Mount Pleasant Waterworks rather than the town's own Building Official, per § 150.019. A violation of the adopted plumbing code, or working without a required permit, is punishable under § 150.999, the chapter's catch-all penalty.
