Rockdale County, GA Building Safety: Plumbing Permits (2026)

Section 102-8, in Title 1 (Administration) of the Rockdale County Unified Development Ordinance, adopts ten Georgia State Minimum Standard Codes as amended by the state Department of Community Affairs, including at (a)(4) the International Plumbing Code, alongside the International Building, Fuel Gas, Mechanical, Fire, Energy Conservation, Residential, Property Maintenance and Existing Building Codes and the National Electrical Code. Chapter 1 and all appendices of each adopted code are incorporated by reference as though copied into the county code in full. Where an adopted code refers to the duties of a named official, subsection (d) assigns those duties to whichever Rockdale County officer holds the corresponding responsibility, in practice the county's plumbing inspector within the Department of Public Services and Engineering.

Under § 102-5, anyone proposing to construct, expand, modify, or plumb a structure for occupancy in unincorporated Rockdale County must pay a fee and apply to that department before work begins, and the work must comply with the UDO in full. The plumbing code adoption also dovetails with the county's own 2024 water-efficiency amendments in chapter 98, sections 98-41 through 98-45, which set specific maximum flow rates for faucets, showerheads and toilets that plumbing installations must meet. § 8-2-25, and it was carried forward from Ord.
