Shenandoah, TX Building Safety: Plumbing Permits (2026)

Section 14-32(a)(4) lists the International Plumbing Code, 2021 Edition, among the International Code Council codes adopted as the regulations governing construction, addition, alteration and related activity involving building, plumbing, mechanical and electrical work in the city. The same subsection makes it unlawful to erect, modify or construct any building or structure, or to change its occupancy or use, without complying with the adopted codes and provisions, and it reserves the city's authority to require additional permits beyond what the IPC itself specifies. Notably, Section 14-34 once carried its own locally written plumbing amendment as a former subsection (3), but an editor's note confirms that provision was deleted per city instruction on January 29, 2016, following city council action from August 28, 2013, leaving the adopted International Plumbing Code, 2021 Edition, as the sole governing plumbing standard rather than a locally modified version.

Section 14-2 extends this plumbing requirement to new construction in the city's extraterritorial jurisdiction as well as inside the corporate limits. Plumbing permit fees fall under the general permit fee schedule referenced in Section 14-36, which explicitly lists plumbing among the categories of permits with fees on file in the office of the city secretary, alongside water and sewer tap fees.
