Section 14-281(a) adopts "the International Plumbing Code, 2009 Edition," including all of its appendices, to "govern the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems" citywide; where a city ordinance conflicts with the IPC, § 14-281(b) makes the city ordinance control.
