Conroe, TX Parking Rules: Loading Zones (2026)

Section 66-65 of the Conroe Code of Ordinances splits curb loading rules into two categories. In a marked passenger curb loading zone, a vehicle may stop only to load or unload passengers, and only for up to three minutes, except zones adjacent to and serving a hotel, where the limit rises to 15 minutes. In a marked loading zone, a vehicle may stop only for the expeditious unloading, delivery, pickup or loading of material, and the stop cannot exceed 30 minutes under any circumstance. A passenger vehicle may also pause briefly in a loading zone to load or unload riders, but only if the stop does not block a delivery vehicle waiting to enter or already using the space.

The director of community development designates which curbs carry loading and delivery zone signage under section 66-101(b)(6), and posted signs or pavement markings control the hours the restriction applies. Violations are civil offenses handled through Conroe's administrative adjudication system (sections 66-80 through 66-90) rather than criminal court.
