Conroe, TX Animal Ordinances: Breed Restrictions (2026)

Conroe cannot single out a breed. 047 lets a city add rules for dangerous dogs only if they are "not specific to one breed or several breeds of dogs" and are "more stringent than restrictions provided by" Chapter 822's dangerous-dog subchapter. 041(2) defines a "dangerous dog" as one that makes an unprovoked attack causing bodily injury outside a secure enclosure, or that commits unprovoked acts causing a person to reasonably believe it will attack and cause injury. Conroe Code § 10-80 adopts Subchapter D of Chapter 822 as the authority governing dangerous dogs in the city.

Once Conroe's animal control authority determines a dog is dangerous, § 10-81 gives the owner 30 days to prove the dog is spayed or neutered, have it implanted with a registered RFID microchip, and furnish a secure enclosure open to inspection; when not enclosed the dog must be muzzled and held on a leash no longer than six feet by a handler at least 18 years old. Section 10-82 sets kennel specifications: walls at least eight feet high of 9-gauge chain link or equivalent, a roof, a four-inch concrete slab floor, a self-locking and latching gate, a doghouse, a minimum 72 square feet of area, and no more than one dog per enclosure; the property must display an all-weather "DANGEROUS DOG" sign with two-inch red letters on white visible from the street. 0421.
