The City of Conroe's Tree Canopy Ordinance (Chapter 102, Vegetation) applies primarily to development projects. It defines protected tree thresholds by diameter at breast height (DBH, measured 4.5 feet above ground). Trees with 6+ inch DBH on development sites require a tree preservation plan. The ordinance requires protection of trees' critical root zones (radius equal to 1 foot per inch of DBH) during construction. Each building permit for a new one- or two-family dwelling requires preservation or planting of at least three trees: one in the front yard with minimum 4-inch caliper, and two remaining with minimum 3-inch caliper. Effective June 2025, all clearing and tree preservation submissions go through the Engineering Department.
