Under Conroe Code Sec. 26-81, a junked vehicle is an inoperable motor vehicle visible from a public place that has remained non-functional for more than 30 consecutive days on private property or 72 consecutive hours on public property. The vehicle must also lack a valid license plate or safety inspection certificate. Vehicles completely enclosed in a garage or screened from public view by a privacy fence are exempt. Property owners receive 10 days written notice to remove, store, or make the vehicle operational. After notice, the city may tow and potentially demolish the vehicle. A tarp or car cover does not satisfy the screening requirement.
Junked vehicle citations carry fines up to $2,000. Vehicles may be towed and demolished at owner's expense after 10 days notice.
