Shenandoah, TX Parking Rules: Loading Zones (2026)

Shenandoah Code of Ordinances Sec. 70-90 lets the police chief, subject to city council approval, set the location of passenger and freight curb loading zones wherever street width, traffic flow, or abutting property use makes it necessary for safe, efficient traffic handling. Every zone must be marked with signs stating the hours the loading-zone rules apply. Inside a marked passenger curb loading zone, a driver may stop only for the expeditious loading or unloading of passengers, and never for more than five minutes. Inside a marked freight curb loading zone, a vehicle may stop only for the expeditious pickup, delivery, loading, or unloading of materials, capped at 30 minutes.

Stopping for any other purpose, such as waiting, running an errand, or leaving a vehicle unattended past the time cap, is unlawful in either zone once the posted hours are in effect. The related Sec. 70-89 separately requires freight trucks to load and unload from an alley entrance where practicable, pushing loading trucks off Shenandoah's public street frontage whenever an alley is usable behind the property. Because Sec. 70-90 does not set its own fine, a violation falls to the citywide general penalty at Sec.

00 for a first offense, with each 24-hour period of a continuing violation counted as a separate offense. Enforcement runs through the Shenandoah Police Department and Shenandoah Municipal Court, not Montgomery County, since curb loading zones sit on city-maintained streets inside the corporate limits, not in the surrounding unincorporated county or in neighboring The Woodlands, which is a special district rather than a municipality with its own police-enforced parking code.
