Spokane Valley, WA Building Safety: Plumbing Permits (2026)

SVMC § 24.40.020(A) adopts the Washington State Building Code 'together with all amendments and additions provided in SVMC Title 24,' and lists as item 6 the 'Uniform Plumbing Code and Uniform Plumbing Code Standards, as published by the International Association of Plumbing and Mechanical Officials, including Washington State Amendments (Chapter 51-56 WAC).' Unlike the Building, Residential, Fire and Property Maintenance Codes, which the city amends at length in § 24.40.040, the Uniform Plumbing Code entry in that same section reads simply 'The Uniform Plumbing Code.

Reserved,' meaning Spokane Valley enforces the state-amended UPC with no city-specific changes of its own. The permit obligation itself is confirmed at § 24.40.030(B)(5), which lists plumbing among the systems that cannot be worked on 'before obtaining necessary permits' without penalty. As with any Title 24 permit, an application stays valid for one year and can be extended up to 180 days per § 24.40.030(B)(1), a permit expires if work is not started within two years of issuance or not finished within two years of the first inspection under § 24.40.030(B)(2), and a permit is not valid until fees from the current master fee schedule are paid in full under § 24.40.030(B)(4).
