Corvallis, OR Building Setbacks & Zoning: Lot Coverage Limits (2026)

Corvallis Land Development Code Chapter 1.6 defines Lot Coverage as the portion of a development site covered by building footprints, structures enclosed on one or more sides, parking areas, and vehicle circulation areas, including gravel and paved surfaces, unless a specific zone says otherwise. For the RS-6 zone, the most common single-family zone in the City of Corvallis, Table 3.1-3 in § 3.1.50 sets Maximum Lot Coverage at 60 percent of the lot area, item (i) in that table. The 60 percent ceiling does not apply to every RS-6 Building Type: the table exempts Townhouse and Cottage Cluster development from the Maximum Lot Coverage standard outright, so those product types are governed instead by the other dimensional standards in the same table, such as minimum Lot Area and Green Area.

A property owner who wants to exceed 60 percent lot coverage on a standard single-family or duplex lot cannot simply apply for a variance; the Code channels that request through a Development Standards Adjustment under Chapter 2.12, and § 2.12.30.03.h caps a Minor DSA increase to Maximum Lot Coverage at 30 percent above the zone standard, meaning an RS-6 lot could reach up to 91 percent lot coverage only through that adjustment process. RS-9, RS-12, RS-20, and the City's other zones each carry their own Lot Coverage figure in their own development standards table, so the 60 percent figure applies to RS-6 only.
