Durham limits development intensity mainly through watershed impervious-surface caps rather than a single lot-coverage number. In protected watersheds, low-density residential built-upon area is capped at 6 percent in the strictest tiers, rising to 24 percent elsewhere.
Much of Durham County drains to the Falls Lake and Jordan Lake water supplies, so the UDO Watershed Protection Overlay (Sec. 8.7) governs impervious coverage. Under Sec. 8.7.2.B the low-density option caps built-upon area at 6 percent in the most protected districts (such as M/LR-A and Rural Tier), and at 24 percent in less restrictive watershed districts. High-density options allow up to 40 to 70 percent with engineered stormwater controls. Outside watershed overlays, coverage is governed by district setbacks and yard requirements.
Exceeding permitted built-upon area is a stormwater and zoning violation under NCGS 160D and the Durham County Stormwater Ordinance, subject to penalties and required stormwater mitigation.
