Developments that contain multiple lots but are developed as one project shall be considered to be one development. Full Breakdown
120(3) sets building lot coverage limits for the Small Town Urban Growth Areas around Packwood and Onalaska in unincorporated Lewis County. Rather than a percentage-of-lot impervious limit, the county caps the square footage of commercial building coverage by zone: Mixed Use (MU) parcels are capped at 10,000 square feet of commercial development, and Commercial Business District (CBZ) and Airport District (AX) parcels are capped at 20,000 square feet, both figures excluding parking and loading areas. Transient accommodations (hotels, motels, short-term rental complexes) in the MU, CBZ and AX zones have no maximum lot coverage percentage at all, but their building footprint is still capped at 10,000 square feet, again excluding parking and loading.
The county treats a project spread across multiple platted lots as a single development for purposes of these caps, so a developer cannot assemble adjoining parcels to multiply the allowance. The lot coverage rule sits alongside the chapter's setback table (Table 3), which sets a zero-foot front setback for ground-floor commercial uses along Highway 12 and State Route 508 but allows decks, patios and awnings to project into any residential setback by up to half its depth. 05 LCC. The section was added by Ord. 1367 (Exh. C) in 2025 as part of the county's rewrite of the Small Town UGA chapter.
Violations & Fines
Building without meeting the lot coverage cap is a civil infraction under LCC § 17.07.010, enforced through Chapter 1.20 LCC's code enforcement process, and each day the violation continues is a separate offense. The same conduct can also be charged as a misdemeanor. The county prosecuting attorney may additionally sue in superior court to abate the violation as a public nuisance under LCC § 17.07.020, and a noncompliant project can be denied further permits until it is brought into conformance.
