Under UDO 18.110.380, lot coverage counts the ground floor of structures plus parking lots and private streets and drives against net site area; pools, tennis courts, sidewalks and plazas are excluded. The caps appear in each multi-family district's development standards: 18.210.050(B) sets 50% for garden apartments, 18.220.050(E) and 18.230.050(C) set 60% for cluster housing and apartment houses, and 18.240.050(C) sets 70% for high-rise apartments. In RE, R-1, R-1A and R-2, bulk is instead controlled through minimum yards, minimum lot width and depth, and minimum lot area per dwelling. Accessory buildings carry their own limit: in R-1, detached accessory buildings cover no more than 30% of the rear yard setback area, with a maximum of two per residence.

Zoning violations are misdemeanors under 18.100.110, punishable by a fine up to $500 or six months' imprisonment. Each day of violation is a separate offense.
