River setbacks range from 50 to 200 feet by classification. Local ordinances may be stricter but not weaker. The DNR reviews and approves shoreland ordinances and may compel compliance. Variances require demonstrated practical difficulty.
Violations may result in restoration orders, civil penalties, misdemeanor charges under Minn. Stat. 103F.221, and DNR enforcement against noncompliant local governments.
