Tigard, OR Building Setbacks & Zoning: Structure Height Limits (2026)

The City of Tigard, Washington County, Oregon, sets residential height limits by housing type. For small form residential development, one to three attached dwelling units on a lot, Table 18.290.1 in Section 18.290.040.B lists a maximum height of 30 feet in RES-A, 30 feet in RES-B, 35 feet in RES-C, 35 feet in RES-D and RES-E, and 70 feet in MUC-1. Apartments use Table 18.230.1, which lists 35 feet in RES-D and 45 feet in RES-E. Detached accessory dwelling units are capped at 25 feet by Section 18.220.040.C, and accessory structures on small form lots are capped at 15 feet by Section 18.290.040 and Section 18.290.050.B.

Measurement follows Section 18.40.040. Building height is the vertical distance above the base point shown in Figures 18.40.6 and 18.40.7, and the base point used is the method that yields the greater height of building. Base point 1 is the elevation of the highest adjacent sidewalk or ground surface within a 5 foot horizontal distance of the exterior wall when that surface is not more than 10 feet above lowest grade. Base point 2 is the elevation 10 feet higher than the lowest grade when that surface is more than 10 feet above lowest grade. Roof type sets the top point. A flat roof with a pitch of 2 in 12 or less is measured to the top of the parapet or the highest point of the roof. A mansard roof is measured to the deck line. A gabled, hipped or gambrel roof is measured to the midpoint of the highest gable. Domed, shed, vaulted or pyramidal shapes are measured to the highest point. Decks are measured from the ground to the top of the floor if there is no rail or the rail walls are more than 50 percent open.

Section 18.210.030.C exempts building projections not designed for human occupancy from the building height limitations of the title. The exempt list includes chimneys, spires, domes, elevator shaft housings, flag poles, and antennas and receivers not subject to Chapter 18.450, Wireless Communication Facilities.
