Waynesville measures residential building height, not from natural grade, but from the average finished grade around the structure, and the ordinance sets the ceiling as either a story count or a foot measurement. Section 405.170 caps R-1 single-family homes at two and one-half stories or thirty-five feet above average finished grade.
