4 of the Bethel Zoning Regulations confines adult bookstores, adult video stores, adult motion-picture theaters, adult cabarets, adult novelty businesses and adult personal service establishments to the Industrial Park (IP) Zone, and only with site plan approval. The locational standards layer several separation requirements on top of the IP-Zone limit: no adult-oriented use may sit within 200 feet of any residentially zoned area, none may sit within 500 feet of the property line of any school, day-care center, senior center, funeral home, park, library, firehouse, playground, church or other place of worship, or cemetery, and none may sit within 1,000 feet of another such establishment.

A further 500-foot buffer applies from any lot selling liquor for on-premises consumption, dropping to 200 feet from a food-service establishment that does not sell liquor. All distances are measured in a straight line from the building's principal entrance, ignoring intervening structures. The Zoning Board of Appeals has no power to vary these separation requirements, citing Conn. Gen. § 8-6. Every existing or proposed adult-oriented establishment must register with the Zoning Enforcement Officer within 30 days of the Regulations' effective passage, or before opening, providing the premises address and the identity and address of the property owner or beneficial owners; the Officer must then issue a certificate of registration within 10 days of a complete filing.
