Article V of Chapter 13, Adult-Oriented Uses, is the City Commission's spacing regime for what it calls designated uses. Section 13-1203 lists six: adult book store, adult motion picture theater, adult mini motion picture theater, adult nightclub, massage establishment and encounter studio. Each is reviewed through the special land use process in its zoning district under the master business list in § 13-621. Section 13-1200 separates the two theater types by capacity: an adult motion picture theater holds fifty or more persons, an adult mini motion picture theater fewer than fifty. An adult nightclub is any place of business or cabaret featuring live entertainment that emphasizes specified sexual activities or specified anatomical areas.

Section 13-1202 sets the numbers. No designated use can operate within 1,000 feet of the same or any other designated use, or of a house of worship or a public or private kindergarten, nursery, elementary, middle or high school, or day care center. None can operate within 500 feet of a residentially zoned district, which for agricultural land means only the A-1 district. Distance is measured in a straight line from any part of the building or plot of the designated use to any part of the building or plot of the protected use. The applicant must furnish the city a survey sealed by a Florida certified land surveyor showing both building and plot distances.

Section 13-1204 protects a compliant use when a school or house of worship later locates nearby. Section 13-1205 gave any use made nonconforming by the article five years from the effective date to remove or discontinue. Separately, § 4-50 adopts Broward County Ordinance No. 93-18, the Broward County Adult Entertainment Code, in its entirety, with county agencies and zoning read as the corresponding city entity or district.
