Coconut Creek, FL Noise Ordinances: Construction Hours (2026)

Section 14-32 is the construction rule in the Coconut Creek noise article (Ord. No. 2022-008, May 26, 2022). Construction, as Section 14-26 defines it, covers erection, assembly, alteration, installation, demolition and repair of structures, roadways or utilities, including land clearing, grading, excavating, filling, hoisting, pile driving and pneumatic hammering. Work done inside the permitted hours is exempt from the § 14-30 decibel table. The hours are 7:00 a.m. to 7:00 p.m. Monday through Friday, 8:00 a.m. to 7:00 p.m. on Saturday, and 8:00 a.m. to 6:00 p.m. on Sunday and national holidays. Emergency work by and for governmental entities or public service utilities is handled under the § 14-28 exceptions.

Anyone who wants to work outside those hours must not create a noise disturbance and must meet the § 14-30 limits. Alternatively the contractor applies in writing to the city manager or designee for a special permit, citing urgent necessity or public health, safety and convenience. A permit lasts up to ten days and is renewable in ten-day increments while the need continues. The city manager weighs three questions: whether the reasons for urgency are valid and reasonable, whether public health, safety and ultimate convenience are better served by granting it, and whether the loss or inconvenience to the requestor is a significant hardship.

The permit can be rescinded when the construction exceeds 75 decibels, averaged over three minutes (three-minute LAeq/LCeq), measured at least fifty feet from the construction site, and the noise continues for a continued duration of fifteen minutes or more. Any violation of § 14-32 causes immediate and automatic revocation of the special permit, on top of other penalties. Code enforcement and the police department enforce under § 14-35.
